Kean, Manning, Keating, McCaul Lead Bipartisan Coalition Urging the EU to Designate Iran's Islamic Revolutionary Guard Corps as a Terrorist Organization

April 10, 2023

(April 10, 2023) Washington, D.C. – Congressman Tom Kean, Jr. (NJ-07), Chair of the Europe Subcommittee of the House Foreign Affairs Committee, Congresswoman Kathy Manning (NC-06), Vice Ranking Member of the House Foreign Affairs Committee, and Congressman Bill Keating (MA-09), Ranking Member of the Europe Subcommittee of the House Foreign Affairs Committee led a bipartisan letter with more than 100 members of Congress, including the House Foreign Affairs Committee Chairman Michael McCaul (TX-10), urging the European Union (EU) to designate Iran’s Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization.

“Iran remains a leading state sponsor of terror. For decades, the IRGC has freely and openly carried out plots targeting citizens in countries across the EU. A recent study by the Combating Terrorism Center at West Point showed that in the last five years Iran has instigated at least 33 plots to surveil, abduct, or assassinate citizens in Europe,” the Members wrote.

The United States designated the IRGC as Foreign Terrorist Organization (FTO) on April 15, 2019, and the European Parliament recently voted for a measure calling on the EU to add the IRGC and its subsidiaries to the EU terrorist list. The Representatives are calling on our European allies to join the U.S. in designating the IRGC as a terrorist organization so we can work together to address the full range of terrorist threats posed by Iran.

“We hope that in the upcoming meeting of the Foreign Affairs Council there will be due consideration on this very important and timely issue. For many years, the IRGC has supported and participated in numerous human rights abuses and terrorist activities, including the brutal crackdown of Iranian protestors following the murder of Mahsa Amini, the attempted assassination of European citizens, and the provision of hundreds of lethal drones to Russia.”

“We strongly urge you, and your foreign affairs ministerial colleagues, to make the decision to fully sanction, penalize and delegitimize the IRGC, to help prevent them from further threatening democracy and freedom in the United States, Europe, and around the world,” the Members continued.

The letter has been signed by 138 Representatives: Tom Kean, Jr. (NJ-07), Kathy Manning (NC-06), Bill Keating (MA-09), Michael McCaul (TX-10), Mark Alford (MO-04), Colin Allred (TX-32), Kelly Armstrong (ND-AL), Jake Auchincloss (MA-04), James Baird (IN-04), Andy Barr (KY-06), Suzanne Bonamici (OR-01), Brendan Boyle (PA-02), Josh Brecheen (OK-02), Ken Buck (CO-04), Nikki Budzinski (IL-13), Tim Burchett (TN-02), Salud Carbajal (CA-24), Jerry Carl (AL-01), Buddy Carter (GA-01), Matt Cartwright (PA-08), Ed Case (HI-01), David Cicilline (RI-01), James Comer (KY-01), Jim Costa (CA-21), Jason Crow (CO-06), Henry Cuellar (TX-28), John Curtis (UT-03), Donald Davis (NC-01), Christopher Deluzio (PA-17), Anthony D’Esposito (NY-04), Anna Eshoo (CA-16), Pat Fallon (TX-04), Brian Fitzpatrick (PA-01), Valerie Foushee (NC-04), Lois Frankel (FL-22), Russell Fry (SC-07), Ruben Gallego (AZ-03), Andrew Garbarino (NY-02), Mike Garcia (CA-27), Sylvia Garcia (TX-29), Jared Golden (ME-02), Daniel Goldman (NY-10), Tony Gonzales (TX-23), Vincente Gonzalez (TX-34), Josh Gottheimer (NJ-05), Mark Green (TN-07), Glenn Grothman (WI-06), Andy Harris (MD-01), Diana Harshbarger (TN-01), Brian Higgins (NY-26), Erin Houchin (IN-09), Steny Hoyer (MD-05), Bill Huizenga (MI-04), Darrell Issa (CA-48), Glenn Ivey (MD-4), Jeff Jackson (NC-14), Ronny Jackson (TX-13), Bill Johnson (OH-06), Jim Jordan (OH-04), David Joyce (OH-14), Derek Kilmer (WA-06), Andy Kim (NJ-03), Young Kim (CA-39), Darin LaHood (IL-16), Nick LaLota (NY-01), Doug LaMalfa (CA-01), Nicholas Langworthy (NY-23), Jake LaTurner (KS-02), Michael Lawler (NY-15), Laurel Lee (FL-15), Susie Lee (NV-03), Julia Letlow (LA-05), Ted Lieu (CA-36), Barry Loudermilk (GA-11), Nancy Mace (SC-01), Lucy McBath (GA-07), Richard McCormick (GA-06), Morgan McGarvey (KY-03), Robert Menendez (NJ-08), Grace Meng (NY-06), Max Miller (OH-07), Mariannette Miller-Meeks (IA-01), Cory Mills (FL-07), Marcus Molinaro (NY-19), John Moolenaar (MN-2), Nathaniel Moran (TX-01), Joseph Morelle (NY-25), Jared Moskowitz (FL-23), Wiley Nickel (NC-13), Donald Norcross (NJ-01), Ralph Norman (SC-05), Zachary Nunn (IA-03), Frank Pallone (NJ-06), Chris Pappas (NH-01), Greg Pence (IN-06), Scott Perry (PA-10), Scott Peters (CA-50), Katie Porter (CA-47), Guy Reschenthaler (PA-14), Deborah Ross (NC-02), David Rouzer (NC-07), Dutch Ruppersberger (MD-02), John Rutherford (FL-05), Patrick Ryan (NY-18), Maria Salazar (FL-27), John Sarbanes (MD-03), Adam Schiff (CA-30), Bradley Schneider (IL-10), Kim Schrier (WA-08), Keith Self (TX-03), Terri Sewell (AL-07), Brad Sherman (CA-32), Mikie Sherrill (NJ-11), Michael Simpson (ID-02), Adrian Smith (NE-03), Christopher Smith (NJ-04), Lloyd Smucker (PA-11), Darren Soto (FL-09), Greg Stanton (AZ-04), Haley Stevens (MI-11), Eric Swalwell (CA-14), Claudia Tenney (NY-24), Glenn Thompson (PA-15), Dina Titus (NV-01), Ritchie Torres (NY-15), David Trone (MD-06), Jefferson Van Drew (NJ-02), Marc Veasey (TX-33), Ann Wagner (MO-02), Tim Walberg (MI-05), Michael Waltz (FL-06), Debbie Wasserman Schultz (FL-25), Susan Wild (PA-07), Brandon Williams (NY-22), Joe Wilson (SC-02), Steve Womack (AR-03), Rudy Yakym (IN-02), Ryan Zinke (MT-01).
