Gov. Reynolds Issues Disaster Proclamations for Hancock County and Plymouth County in Response to Severe Weather and Flooding in July

On July 31, 2025, Governor Kim Reynolds issued a disaster proclamation for Hancock County in response to severe weather and flooding that occurred on July 17, 2025.  A separate proclamation was also issued for Plymouth County, addressing the severe weather that took place on July 28, 2025. Governor Reynolds’ proclamations allow state resources to be utilized to respond to and recover from the effects of this severe weather and flooding and activates the Iowa Individual Assistance Grant Program and the Disaster Case Advocacy Program for both counties.  The proclamations are effective immediately and will remain in effect for 30 days, unless terminated or extended.

The Iowa Individual Assistance Grant Program provides grants up to $7,000 for households with incomes up to 200 percent of the federal poverty level. Grants are available for home or car repairs, replacement of personal property or food, and temporary housing expenses. Original receipts are required for those seeking reimbursement for actual expenses related to storm recovery.

The Disaster Case Advocacy Program addresses serious needs related to disaster-related hardship, injury, or adverse conditions. Disaster case advocates work with clients to create a disaster recovery plan and provide guidance, advice, and referrals to obtain a service or resource. There are no income eligibility requirements for this program; it closes 180 days from the date of the governor's proclamation.
